Work as a primary care provider at the VA Clinic at this address. Veterans request disabled parking placards. Frequently, when they are declined for not meeting criteria, they will file a complaint with the Walla Walla Chief of Staff who then threatens sanctions against the doctor who refused to fill the placard prescription fraudulently. The VA doesn't want bad patient ratings to impact public perception so doctors are pressured and threatened to write fraudulent prescriptions. Sometimes, the clinic manager will respond to the veteran's complaint by walking around the clinic to find a doctor willing to sign the form. Every clinic has a so-called "candy man" for opioids. This is the go to man or woman to prescribe fraudulent disabled parking placards.
