The owner of the vehicle has a permanent Disabled Parking Placard and she uses the only Disabled parking spot in the building. However, she can regularly be seen carrying groceries, taking the dog for walks (a very energetic and strong pitbull), and generally move independently, without any issues. She does not seem to meet any of the criteria limiting her mobility that would allow a disabled placard to be issued, so the circumstances in which her placard was issued and/or renewed are highly questionable. Her use of the only disabled parking spot is not only abusive, but also unfair to one of the tenants in the building who also has a disabled placard, and who seems to have real difficulty moving due to condition with both his legs.
