2 young adults w/ 2 young children were parked in a handicap plaque . No visable disabilities noted , especially when the young man gathered the 2 shopping carts , and rode them down the hill to the cart return . He was the driver of the car .. unable to get placard number , hanging on rearview and occupants were w/ car .
