Tall Caucasian man appears to be healthy and walking without problem drove through parking lot spaces illegally, parked and walked in and then walked back out of Target. He said that he can walk without problem and isn't handicapped. He verbally harassed me for being able to walk. I think he is committing a crime and that's why he is quick to point out that someone else appears able to walk. Unfortunately my picture does not show the handicapped placard very clearly.
