This person lives in the apartment complex and is not handicap. They are using the placard so they do not have to pay for a parking spot as all residents do. They were sharing the placard with others while continuing to park in the handicap spot and not display the placard. They were reported and had their car towed, so they now do not share the placard, but still use it to park. They are not handicap. The husband and wife carry heavy things, sprint around, are young enough and in very good health. They speed in the lot and do all sorts of things no disabled person could do. They have zero respect for this and are abusing it very knowingly.
