Walking to my car after after shopping, I stopped to allow a car ( with handicap tag) to back out of the parking spot. A woman driving very fast in parking lot pulled up almost behind the car backing up and proceeded to push her horn. This startled the elderly veteran that was driving but they still where able to back out. The offending driver then pulled into the handicapped spot. I was more than a little ticked ( I am a disabled veteran) and asked the woman what her issue was as it's not life or death to get groceries. She ignored me and walked into store. That is when I noticed she did not have a handicap sticker on plate or a plaquard on dash or hanging from rear view mirror. This can be seen from photos. As I was leaving parking lot I noticed the elderly veteran stopped at end of parking area. He was very shaken and was worried he had done something wrong. I consoled him and reaffirmed that he had done nothing wrong. That it was an issue of inconsideration of the other driver.
