Do they look for a sympathetic home crowd \u2013 surely a factor when Democrats chose Los Angeles to host the 2000 DNC, or when Republicans picked Houston in 1992?<\/p>\n<p>Or do they look for easy logistics \u2013 plenty of parking, easy access to giant convention centers, multiform transportation options?<\/p>\n<p><!--more--><\/p>\n<p>If parking alone were a criterion, at first blush, Tampa Bay would make an excellent pick for the 2012 Republican National Convention.\u00a0<a href=\"https:\/\/www.salon.com\/2012\/08\/18\/tampa_americas_hottest_mess\/\" target=\"_blank\" rel=\"noopener noreferrer\">Salon.com\u2019s<\/a>\u00a0article excoriating urban planning in Tampa points out that 50% of the downtown area is parking lot \u2013 surely a boon for any city expecting a large number of guests for a week, right?<\/p>\n<p><a href=\"https:\/\/www.myparkingsign.com\/blog\/wp-content\/uploads\/Right-Arrow-Aluminum-Parking-Sign-K-1601.gif\" rel=\"attachment wp-att-2023\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" title=\"Right Arrow Aluminum Parking Sign\" src=\"https:\/\/www.myparkingsign.com\/blog\/wp-content\/uploads\/Right-Arrow-Aluminum-Parking-Sign-K-1601.gif\" alt=\"from MyParkingSign\" width=\"400\" height=\"322\" \/><\/a><\/p>\n<p><em><em>Parking in Tampa is being reconfigured in preparation for events, and for security reasons, not even local property owners know how far the Secret Service cordon will stretch around the event until a few weeks before it happens\u00a0<\/em>(via\u00a0<a href=\"https:\/\/www.myparkingsign.com\/directional-signs\/parking-arrow-pointing-right-sign\/sku-k-1601\">MyParkingSign<\/a>).<\/em><\/p>\n<p>Except that there\u2019s\u00a0<em>so much<\/em>\u00a0parking in Tampa that other transportation choices are difficult at best, and they\u2019re not equipped to deal with large numbers. The HART network of buses \u2013 all that there is of Tampa\u2019s forlorn and underused public transport system \u2013 is set to suffer from\u00a0detours\u00a0during the RNC, leaving it heading in other directions precisely when it could be most useful; pedestrianism in Tampa is\u00a0<a href=\"https:\/\/www.aol.com\/real-estate\/\" target=\"_blank\" rel=\"noopener noreferrer\">perennially dicey<\/a>.<\/p>\n<p>As Tampa Bay Times reporter Katherine Snow Smith\u00a0highlights, even plenty of parking doesn\u2019t necessarily do local business owners any favors when there\u2019s a sudden influx of visitors, and some businesses as far away as St. Petersburg are expecting major disruptions once the parade hits town. Ironically, Hillsborough County police are going to begin to\u00a0<a href=\"https:\/\/www.fox13news.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">deprioritize<\/a>\u00a0\u201ctraffic crashes\u201d and \u201cfender benders\u201d over the week of the convention, which they expect will allow them to provide security at the event (regardless of how it affects traffic).<\/p>\n<p><a href=\"https:\/\/www.myparkingsign.com\/blog\/wp-content\/uploads\/image.jpeg\" rel=\"attachment wp-att-2020\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" title=\"Tampa\" src=\"https:\/\/www.myparkingsign.com\/blog\/wp-content\/uploads\/image.jpeg\" alt=\"\" width=\"400\" height=\"267\" \/><\/a><\/p>\n<p><em>Even with 50%+ of its surface area covered by parking lots, Tampa is still facing serious transport disruptions during this year&#8217;s Republican National Convention via (<a href=\"https:\/\/www.wmnf.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">wmnf.org<\/a>).<\/em><\/p>\n<p>So what\u2019s with the lack of parking,\u00a0closures, charges and\u00a0advisories? Shouldn\u2019t the local parking surfeit make it easier to accommodate the various state delegations and press, who are expected to number only a little over the 40,473-person capacity of\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Tropicana_Field\" target=\"_blank\" rel=\"noopener noreferrer\">Tropicana Field<\/a>?<\/p>\n<p>The Tampa Bay Times\u2019s Richard Danielson\u00a0reports\u00a0that a Secret Service cordon creates some of the problem, but Donald Shoup might have some insight here \u2013 in\u00a0<em><a href=\"https:\/\/www.amazon.com\/The-High-Cost-Free-Parking\/dp\/1884829988\" target=\"_blank\" rel=\"noopener noreferrer\">The High Cost of Free Parking<\/a>,\u00a0<\/em>Shoup argues that quantity has supplanted quality in urban planners\u2019 minds when they\u2019re building parking lots: \u201cPlanners focus almost exclusively on the ratio of parking spaces to floor area, and they neglect how all the required parking spaces affect urban design\u2026\u201d<\/p>\n<p><a href=\"https:\/\/www.myparkingsign.com\/blog\/wp-content\/uploads\/Temporary-No-Parking-Sign-Book-BK-0018.gif\" rel=\"attachment wp-att-2022\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" title=\"Tow-Away Temporary Park Zone Sign\" src=\"https:\/\/www.myparkingsign.com\/blog\/wp-content\/uploads\/Temporary-No-Parking-Sign-Book-BK-0018.gif\" alt=\"from MyParkingSign.com\" width=\"286\" height=\"400\" \/><\/a><\/p>\n<p><em>On-street parking is being reduced during the RNC to facilitate a transport system that&#8217;s going to be stretched to the limits\u00a0(via\u00a0<a href=\"https:\/\/www.myparkingsign.com\/Tow-Away-Sign\/Temporary-No-Parking-Signs\/SKU-BK-0018\">MyParkingSign<\/a>).<\/em><\/p>\n<p>One consequence: parking tends to beget parking needs, instead of the other way around, because the more parking lots a central business district has, the more difficult it is to walk from one place to another.<\/p>\n<p>In any case, on-street parking will be nixed in some areas and made free in others, ostensibly to promote traffic flow and safety. Given its diffuse, pedestrian-hostile, public-transport-free urban fabric, Tampa is responding to its transport problem as best it can.<\/p>\n<p>If recently elected Mayor Buckhorn\u2019s\u00a0plans\u00a0for redeveloping Tampa\u2019s urban core are any indicator, though, City Hall is well aware that the variety of Band-Aids being applied for the 2012 Republican National Convention are just that.
