It\u2019s an \u201985 Buick, rusted and broken-down; it guzzles gas, needs constant maintenance, and everyone who gets in the passenger seat whines about the indignity. \u00a0You\u2019d probably have to <i>pay<\/i> a teenager to take it off your hands.<\/p>\n<p>One day, a friendly stranger wearing an Italian suit and carrying a shiny leather briefcase knocks on the door and offers to buy your beater for two thousand bucks, as-is, no questions asked. You might say no and start checking under the trunk panels for hidden stashes of money, right?<\/p>\n<p><!--more--><\/p>\n<p>This is the situation many American cities\u2019 parking systems find themselves in \u2013 except they tend to skip the part where they reconsider the sell-off, and ask themselves whether they could be doing a better job.<\/p>\n<p>In 2008, Chicago leased its parking system to Morgan Stanley and a few other investors operating under the name of Chicago Parking Meters LLC, two years after unloading its parking garages to Morgan Stanley alone; New York has been looking at <a href=\"https:\/\/www.capitalnewyork.com\/article\/politics\/2012\/06\/6007358\/city-hall-moves-toward-privatizing-parking-meter-operations-says-it\" rel=\"nofollow\">similar deals<\/a>, though the mayor\u2019s office has been falling all over itself to point out the differences between the arrangement it\u2019s looking at and Chicago\u2019s.<\/p>\n<div id=\"attachment_2678\" style=\"width: 394px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.myparkingsign.com\/blog\/wp-content\/uploads\/2933456366_5ab56f4b24_z.jpg\" rel=\"attachment wp-att-2678\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2678\" class=\" wp-image-2678 \" alt=\"chicago parking meter with no parking cover\" src=\"https:\/\/www.myparkingsign.com\/blog\/wp-content\/uploads\/2933456366_5ab56f4b24_z.jpg\" width=\"384\" height=\"288\" srcset=\"https:\/\/www.myparkingsign.com/blog\/wp-content\/uploads\/2933456366_5ab56f4b24_z.jpg 640w, https:\/\/www.myparkingsign.com/blog\/wp-content\/uploads\/2933456366_5ab56f4b24_z-300x225.jpg 300w, https:\/\/www.myparkingsign.com/blog\/wp-content\/uploads\/2933456366_5ab56f4b24_z-400x300.jpg 400w\" sizes=\"auto, (max-width: 384px) 100vw, 384px\" \/><\/a><p id=\"caption-attachment-2678\" class=\"wp-caption-text\">Chicago&#8217;s missing out on around $5 billion in parking revenues but sold its parking for a paltry $1 billion and change, says Matt Taibbi. Creative Commons-licensed; via <a href=\"https:\/\/www.flickr.com\/photos\/juggernautco\/\" rel=\"nofollow\">danxoneil<\/a>.<\/p><\/div>\n<p>Chicago is looked at by most observers as an unmitigated catastrophe, for many reasons \u2013 the city lost the ability to reverse the usual parking rules for public events or for any other reason, and projections indicate that Chicago will end up\u00a0<i>paying back<\/i> the investors who bought the meters the $1.1 billion they got, in the form of fees levied for exceptions or for more generous parking hours. Worse, the price-setting latitude the lease granted the investors who took over the meters might have been a bit generous; parking in the city is the <a href=\"https:\/\/consumerist.com\/2012\/12\/27\/congratulations-chicago-your-city-now-has-the-most-expensive-parking-meters-in-the-u-s\/\" rel=\"nofollow\">most expensive in America<\/a>, and Chicagoans aren\u2019t getting <i>any<\/i> of that money.<\/p>\n<p>Today, Cincinnati is looking at a privatization deal, too. It\u2019s humbler &#8211; $92 million, and parking meters will be taken care of by <a href=\"https:\/\/www.xerox.com\/\" rel=\"nofollow\">Xerox<\/a>, a parking company and the city\u2019s own <a href=\"https:\/\/www.bizjournals.com\/cincinnati\/news\/2012\/11\/21\/port-authority-may-bid-on-cincinnatis.html\" rel=\"nofollow\">Port Authority<\/a>. \u00a0<a href=\"https:\/\/news.cincinnati.com\/article\/20130224\/EDIT01\/302240037\/Editorial-Parking-plan-has-vision?odyssey=mod%7Cnewswell%7Ctext%7CFRONTPAGE%7Cp&amp;gcheck=1&amp;nclick_check=1\" rel=\"nofollow\">Some news sources<\/a> think this may not be the worst idea \u2013 but what can we learn from Chicago\u2019s experience?<\/p>\n<p><span style=\"text-decoration: underline;\">Privatization can be more palatable to voters than higher rates at the meter \u2013 even when those rates are justified.<\/span><\/p>\n<p>People see parking as a public good, but it\u2019s way underpriced pretty much everywhere in America; privatization can be a way to cut through the democratic process in cases of interminable and counterproductive gridlock. Let\u2019s face it &#8211; even when the traffic prevention and environmental benefits outweigh the costs, higher parking rates are a tough sell. But even if Chicago\u2019s Mayor Daley <i>was<\/i> being given dubious advice, generations of Chicago aldermen had refused to substantially raise rates for 20 decades.<\/p>\n<p>On the other hand, privatization cuts through the democratic process <i>whether or not<\/i> the gridlock might have other solutions. Voters in Chicago didn\u2019t throw out their aldermen in the next election, but they <i>did<\/i> throw out Mayor Daley, who they saw as the architect of the deal.<\/p>\n<p><span style=\"text-decoration: underline;\">Know what you\u2019re selling.<\/span><\/p>\n<p>Some digging by Rolling Stone journalist Matt Taibbi <a href=\"https:\/\/www.rollingstone.com\/politics\/politics-news\/exclusive-excerpt-america-on-sale-from-matt-taibbis-griftopia-47769\/\">revealed<\/a> that Mayor Daley\u2019s office hadn\u2019t accurately measured the revenues parking brought in \u2013 at best, they\u2019d looked at how much they were <i>actually collecting<\/i> when thinking about their selling price, rather than anything approximating parking\u2019s <a href=\"https:\/\/www.daviddfriedman.com\/Academic\/Price_Theory\/PThy_Chapter_16\/CHAP16.html\/\" rel=\"nofollow\">efficient price<\/a>. (According to Taibbi, the market value of Chicago\u2019s parking over the course of the 75-year lease it sold is closer to $5 billion than $1.1 billion.)<\/p>\n<p>Plenty of third-party consultants can calculate the value of a parking system in terms more accurate than the numbers you might get by asking traffic court receipts or the folks who go around collecting change from meters.<\/p>\n<p>So if your hooptie is worth $500, don\u2019t sell it for $200. From <a href=\"https:\/\/www.myparkingsign.com\/no-parking-sign\/no-parking-private-property-sign\/sku-k-1667\">Myparkingsign.com<\/a>.<\/p><\/div>\n<p><span style=\"text-decoration: underline;\">Don\u2019t allow the lessor to expropriate the income.<\/span><\/p>\n<p>Cincy is clearly paying a little more attention to where the money is going than Mayor Daley\u2019s office was in 2006 or 2008. Its plan includes a much-needed interchange that would improve accessibility of some underserved neighborhoods, certainly a boon to businesses, and it would create a new residential tower, as well as a grocery store, which would lead (indirectly) to taxable income.<\/p>\n<p>At the same time, half of the receipts from the lease would go for closing up short-term budgetary gaps. Cincinnati\u2019s 30-year lease is better than Chicago\u2019s 75-year lease,\u00a0but both are still a long time to be in hock in order to solve a single mayor\u2019s short-term budgetary problems. We can only hope that profits from the sale stay in the U.S. &#8211; notoriously, cash from <a href=\"https:\/\/www.nytimes.com\/2009\/12\/06\/us\/06cncmeters.html?pagewanted=all&#038;_r=1\">Chicago&#8217;s parking meters<\/a> goes to Denmark, Sweden and Abu Dhabi. Which leads to the most terrifying part of any deal like this\u2026<\/p>\n<p><span style=\"text-decoration: underline;\">If the terms of the lease are longer than your elected official\u2019s term, there\u2019s a stronger possibility you\u2019re being screwed. <\/span><\/p>\n<p>When Rahm Emanuel took office, one of the first things he did was look into loopholes enabling Chicago to get out of its 75-year lease. Every time an alderman negotiated to cut down on tolled parking hours outside of the terms of the lease, the city ended up with a bill \u2013 and these added up to millions per year. So Mayor Daley saddled dozens of mayoral terms with oppressive payments to the holding company leasing the meters.<\/p>\n<p>What do you think of privatizing parking? Is it ever worthwhile?
