Additionally, Houston was named as a <a href=\"https:\/\/www.chron.com\/neighborhood\/humble\/opinion\/article\/Obama-Administration-launches-Houston-9699234.php\">Climate Change Preparedness Pilot<\/a>, and is now one of two American cities on the <a href=\"https:\/\/www.c40.org\/\">C40 Cities Climate Leadership Group&#8217;s Steering Committee<\/a>, reports . (That Committee, incidentally, only has 12 world cities total.)<\/p>\n<div id=\"attachment_6941\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.myparkingsign.com\/blog\/wp-content\/uploads\/houston-main-street.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-6941\" class=\"size-full wp-image-6941\" src=\"https:\/\/www.myparkingsign.com\/blog\/wp-content\/uploads\/houston-main-street.jpg\" alt=\"houston main street\" width=\"500\" height=\"332\" srcset=\"https:\/\/www.myparkingsign.com/blog\/wp-content\/uploads\/houston-main-street.jpg 500w, https:\/\/www.myparkingsign.com/blog\/wp-content\/uploads\/houston-main-street-300x199.jpg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><p id=\"caption-attachment-6941\" class=\"wp-caption-text\">The addition of light rail and BRT, plus other public transit and climate change initiatives, have transformed Houston into a more sustainable city in recent years. From <a href=\"https:\/\/www.flickr.com\/photos\/eschipul\/\">eschipul.<\/a><\/p><\/div>\n<p>So against all odds, Houston has transformed itself into a sustainability hub in recent years. As On Earth Magazine <a href=\"https:\/\/www.nrdc.org\/stories\/greening-houston\">reports<\/a>, &#8220;As was the case for so many large cities in the American South and Southwest, Houston watched for decades as tens of thousands of residents moved away from the city center and into the surrounding suburbs. Now [Mayor] Parker is encouraging Houstonians to live once again where they eat, work, and play. There are signs that Houston\u2019s urban core is beginning to become denser, after decades during which the development of multiunit housing and townhouse-style units was either legally curtailed or economically discouraged within the city limits.&#8221;<\/p>\n<p>Part of the reason for Houston\u2019s existing urban sprawl is the city\u2019s lack of zoning regulations &#8212; in zoning\u2019s place, the city codes dictate how property can be subdivided; these codes don&#8217;t cover land use. The result? Development isn&#8217;t a &#8220;free-for-all,&#8221; as Governing reports, but instead, &#8220;[e]ssentially the city relies on the market to dictate development patterns, and these patterns are sometimes at odds with what conventional planning might dictate. Even so, advocates, developers and city leaders who don\u2019t always see eye to eye generally believe the arrangement has worked in Houston\u2019s favor over the years, allowing developers to respond quickly to market conditions and keep housing costs low.&#8221;<\/p>\n<p>A number of features characteristic of sustainable cities is being adapted as well. Construction on a new $192.5 million <a href=\"https:\/\/www.houstonchronicle.com\/news\/transportation\/article\/Rail-divisions-loom-over-Uptown-bus-project-5700489.php\">rapid bus transit<\/a> extension aimed at the city\u2019s commuters will begin early next year, the Houston Chronicle <a href=\"https:\/\/www.houstonchronicle.com\/news\/transportation\/article\/Rail-divisions-loom-over-Uptown-bus-project-5700489.php\">reported<\/a> in August, with buses to begin service in 2017.<\/p>\n<p>The city is also in the process of constructing light-rail lines traveling downtown, in part to afford tourists and residents access to local attractions.<\/p>\n<p>Still, there remain some concerns. Biking &#8212; an indicator of sustainability &#8212; has been experiencing a boost in popularity; <a href=\"https:\/\/houston.bcycle.com\/\">Houston B-Cycle<\/a>, the city\u2019s bike-sharing program, was launched in 2012. Yet some advocates are concerned for the future of biking in the city: As Robin Stallings, executive director of BikeTexas, recently <a href=\"https:\/\/www.houstonchronicle.com\/opinion\/outlook\/article\/Stallings-Why-is-Texas-roads-agency-ignoring-5853795.php\">editorialized<\/a>, the state&#8217;s transportation department recently displaced $29 million of a total $35 million in funds that were intended for sidewalk, hike, and bike trail construction. (The state contends the funds will still benefit the same projects.)<\/p>\n<p>Houston&#8217;s parking minimums &#8212; a handy indicator of just how auto-centric a city is &#8212; have also been raising concern. In the last two years, the city has considered special <a href=\"https:\/\/data.ohouston.org\/dataset\/city-of-houston-residential-parking-areas\">guidelines<\/a> for permit-only, resident parking, as well as <a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/houston\/article\/parking-proposals-have-restaurateurs-on-edge-4267217.php\">guidelines<\/a> that would require most restaurants to two additional parking spaces per 1,000 square feet of floor area (from 8 spaces to 10 for most restaurants; and from 10 to 14 spaces for bars).<\/p>\n<p>\u201cHouston is sincere about trying to remake its inefficient, 20th-century sprawl into a 21st-century vertical metropolis\u2014a place that transcends its deep historical roots in fossil fuels by acknowledging their instrumental role in a changing climate and by reducing its consumption of them accordingly,\u201d summarizes On Earth Magazine.<\/p>\n<p>Commitment to building a cyclist- and pedestrian-friendly community with a reconsidered focus on drivers\u2019 needs will reveal just how sincere the city is about its transformation.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Houston, Texas, the country\u2019s fourth largest city, an oil-powered metropolis known for its seemingly unstoppable\u00a0urban sprawl and car-centric culture, is undergoing a promising evolution in environmental and planning policies.
