Parent constantly parks everyday in handicap spot when picking up child after school. School parking lot always fills up completely full 30+min before end of school so he's parked there for 45min every Monday-Friday. I arrive at 2pm (40min early) to get a parking spot and he's always there parked at the front of the school parking lot taking up one of the shaded/covered handicap spots with no tags or placard visible. I have taken photos of the front and back his car when parked in handicap.
