Oh my goodness! How many times have I seen this middle-aged/able-bodied man park his Ford Freestyle SUV here in a handicapped spot? Is he using a fraudulently obtained placard? A placard meant for another (disabled) family member? Can you do something about it? If not, then rules mean NOTHING.
