This car is always parked in the only disabled spot for the building. I have asked numerous times if the driver is disabled because the man I see loading supplies into the van is not. The worker said its his boss' car and placard. Today I saw the worker and boss and he is totally able-bodied. When I took a picture of his license plate he apologized and said but there's no parking. He clearly is not disabled and he also lets other people use his car/placard.
